A CQC compliance consultant helps a provider register with CQC, prepare for assessment, run mock inspections, review governance and respond to enforcement action. Published prices range from about £75 plus VAT for a short phone session to £1,200 to £2,500 for registration support and £2,000 or more for a mock inspection or governance review. No licence is needed to call yourself a CQC consultant and CQC does not endorse any, so scope, experience and references matter more than the label. Prices below were read from each consultancy’s own website on 24 October 2026 and are starting prices, not quotes.

This guide is for owners, nominated individuals and registered managers of care homes and home care agencies in England deciding whether to hire a CQC consultancy and how to avoid paying for the wrong thing. We list only prices that consultancies publish, with the date we read them, because most do not publish any. We have not used these services and do not rank them. For prices for mock inspections alone, see our mock inspection cost guide.

Key takeaways

  • There are five common jobs: registration support, policies and documents, mock inspections, governance and quality reviews, and help after a poor rating or enforcement action. Prices differ for each.
  • Published prices: registration support from £1,200 to £2,500, mock inspections from £2,000, governance reviews from £2,000, short advice sessions from £75 (all plus VAT unless stated).
  • A consultant is not a legal requirement and cannot guarantee a rating.
  • Ask for scope, named consultant, deliverables, VAT and what is not included in writing.
  • A consultant gives judgement at a point in time. Something still has to track the actions afterwards.
  • Legal advice on appeals and enforcement is a separate service from compliance consultancy.

What does a CQC compliance consultant do?

“CQC consultant” is not a regulated title. Consultancies describe five kinds of work on their own websites, and each is priced differently:

  • Registration support: preparing the application, Statement of Purpose, business plan, policies and interview preparation for new providers and managers.
  • Policies and documents: writing or supplying the policies CQC expects, or an ongoing policy portal.
  • Mock inspections: a simulated assessment against the five key questions with a written report and action plan.
  • Governance and quality reviews: checking audits, governance meetings and evidence systems against Regulation 17.
  • Remedial and enforcement support: action plans after a poor rating, support responding to warning notices or other enforcement action, and help challenging findings in a draft report, sometimes with a solicitor.

Many also offer a retainer: a named consultant on call for questions, reviews and changes to guidance.

When is a consultant worth hiring?

SituationA consultant helps ifYou may manage without if
New registrationYou have not registered before, your application was rejected, or the service is complex (for example supported living, learning disability or autism services)You are an experienced manager, have the policies and time, and the service is simple
Before an expected assessmentYour rating is old, internal scoring is not trusted or you want an independent viewYour last internal mock was recent and honest and your evidence is organised
After a poor ratingYou need an independent action plan and expertise on the failed domainsYou can build a tracked improvement plan yourself; see how to improve your CQC rating
Warning notice or enforcement actionYou need specialist advice quickly. For appeals and legal challenge you need a solicitor, not only a consultant; see responding to a warning notice and appealing to the First-tier TribunalNot usually: take legal advice on enforcement
Ongoing supportYou have no in-house quality lead and want a named adviserYou have a quality or compliance lead; see what a care home team should look like

Consultant, software, in-house or peer support

OptionStrengthLimitIndicative cost
External consultantSpecialist judgement, independence, speed on unfamiliar problemsA snapshot in time. Actions can lapse after the engagement endsPer the table above
Compliance softwareDay-to-day tracking of actions, evidence and auditsDoes not give expert judgement on your specific situationPublished subscriptions from about £49 to £179 a month; see compliance software compared
In-house quality or compliance leadKnows the service, always thereCan lack independence; a salary, not a project feeA salary
Peer review with another managerCheap and independentDepends on goodwill and consistencyStaff time

The options are not exclusive. A common pattern is to use a consultant for a defined piece of work and keep the findings alive in a tracking tool or task list afterwards.

How to choose a CQC consultant

  • Relevant experience: in your type of service. Care homes, home care and supported living differ.
  • Who will do the work: a named person, their background (for example former CQC inspector, registered manager or clinical lead) and their availability.
  • Scope in writing: deliverables, days, number of reviews or calls, report format and what is excluded.
  • Price clarity: VAT, travel, add-ons and what happens if CQC rejects an application or asks for more.
  • References: from services like yours, and a sample report.
  • Accreditation: there is no statutory licence. Some consultants hold C-CAF accreditation; see how to become a CQC consultant for what it involves.
  • Independence: be careful where the same firm sells you the policies, the software and the review that says they are fine.

Be cautious about anyone who guarantees a rating. CQC makes that judgement and no consultant can promise it.

What to put in your brief

  1. Service type, number of beds or clients, sites and registered activities.
  2. Current rating and date, and any open actions, notices or conditions.
  3. The specific question you need answered, for example “are we ready for an assessment” or “why did we fail Safe”.
  4. Timescale, including any known CQC contact.
  5. What you will do yourself (evidence gathering, staff time) so the quote only covers what you need.
  6. What you want at the end: a report, an action plan, a call, a re-check.

Where CQCLogic fits

CQCLogic is not a consultancy and does not give consultancy advice. It is a compliance tool: you can turn findings from a consultant’s report, a mock inspection or your own CQC report into actions with owners, deadlines and evidence, and use the readiness score and mock inspection question bank to keep checking between visits. Consultants who work with several clients can see software for CQC consultants.

Sources and how this was checked

  • The consultancy pages linked in the price table, read on 24 October 2026. Prices and VAT wording are recorded as published.
  • Fulcrum Care Consulting and HLTH Compliance for the kinds of work consultancies describe.
  • CQC: Fees for statutory fees.

Prices change often and are not quotes. We have not used these services, do not rank them and have no commercial relationship with them.

Keep a consultant’s recommendations from lapsing

CQCLogic turns findings into tracked actions with owners, deadlines and evidence, so the work does not fade when the engagement ends. It is a compliance tool, not a consultancy. See a sample improvement plan, view pricing or get started free.

Frequently Asked Questions

How much does a CQC compliance consultant cost?

It depends on the job. Published prices read on 24 October 2026 include £1,200 plus VAT to £2,500 for registration support, from £2,000 for a mock inspection or governance review, £75 plus VAT for a short advice session and £200 a month for a policy portal. Most consultancies do not publish prices, so ask for a written quote.

What does a CQC compliance consultant do?

They help providers register with CQC, write policies, run mock inspections, review governance, build action plans after a poor rating and support responses to enforcement action. The exact work and the quality vary, because the title is not regulated.

Do I need a CQC consultant?

No. A consultant is not a legal requirement and many providers register and pass assessments without one. A consultant is most useful for a first registration, a rejected application, an independent view before an assessment or specialist help after a poor rating.

How much does CQC registration support cost?

Published prices include £1,200 plus VAT (CQC Experts), from £2,000 excluding VAT (CQC Consultant) and a £2,500 fixed fee (CQC Consultants). DKJ Support Services estimates £1,000 to £3,000 in total. These are separate from CQC’s own statutory fees.

Can a consultant guarantee a good CQC rating?

No. CQC makes the judgement. Be wary of any promise of a rating.

How do I choose a CQC consultant?

Check experience in your type of service, who will do the work, the scope and deliverables in writing, VAT and add-ons, references and a sample report. Be careful where one firm sells the policies, software and the review.

Is there a CQC-approved consultant list?

No. CQC does not endorse or approve consultants. There is no statutory licence, though some consultants hold C-CAF accreditation.

What is the difference between a consultant and compliance software?

A consultant gives expert judgement at a point in time. Software tracks actions, evidence and audits day to day. Many providers use both, because a consultant’s recommendations only hold if something tracks them afterwards.

Can a consultant help with a CQC warning notice or enforcement action?

Many consultancies offer support with action plans and governance. Appeals and legal challenge need a solicitor. See our guides to responding to a warning notice and appealing to the First-tier Tribunal.

Is a consultant’s mock inspection report an official CQC rating?

No. It is an independent opinion. CQC carries out real assessments and publishes ratings.
